Mashov and Webtop Not Loading Abroad? How to See Grades and Get Your Bagrut Certificate

A parent and a child looking at grades on a laptop at the kitchen table

The school systems don't open from abroad: in our check on 23 October 2026, Mashov (the school portal), Webtop and the Ministry of Education's students and graduates portal didn't open from abroad. Through SuperStableVPN, with an Israeli IP, they opened. Below: what a family abroad needs there, how to get a bagrut (matriculation) certificate, and what you can do without these sites.

Open Mashov with an Israeli IP: free for 3 days, no credit card required. After that it's 17 CAD a month (about ₪36), taxes included, and only if you choose to subscribe. You'll need the free OpenVPN app: we send you a configuration file and instructions, you connect and open Mashov. There's no separate app of ours to install.

What you need from the school systems abroad

  • Grades, report cards and school messages in Mashov. According to Mashov (mashov.info, in Hebrew), the students and parents section holds the information the school makes available to parents and students, mail and messages, parental approvals and booking for parent-teacher meetings; schools design their report cards in Mashov itself. If you moved mid-year and your child is still enrolled in an Israeli school, all of that stays there.
  • Webtop is a school "web desktop" by Smart School; according to the company, its mobile version offers the same tools on a phone.
  • The bagrut certificate and grade sheet. According to the Ministry of Education (gov.il, in Hebrew), the students and graduates portal issues the certificate and grade sheet digitally signed by the Ministry. The grade sheet is available to those who finished school from 2009, the certificate to those who finished from 2017. The service is free. You need it, for example, when applying to a college or university abroad.

How the login works

According to the Ministry, on the students portal you identify yourself and produce the documents you need. The second route to the same documents is the national identification system: "My information" (המידע שלי), then "Employment and education" (תעסוקה והשכלה). It needs a short one-time registration; after that you log in with a password.

What you can do without the website

From public sources — the Ministry of Education matriculation certificate service, Mashov contact page, Smart School (Webtop) contact page, Ministry of Education public inquiries, in Hebrew:

  • The certificate through my.gov.il. gov.il, my.gov.il and the national login open from abroad today (gov.il from abroad). We didn't open the certificate section, but according to the Ministry it is the same document as on the students portal. Israeli sites change access rules without notice, and the certificate is usually needed by an application deadline; hunting for a VPN then, trying one after another, is no fun. It is calmer to set up an Israeli IP in advance and, on the day, just press "Connect".
  • The Ministry's service centre: *6552, technical support 1299. These are Israeli numbers; the service page gives no number for calls from abroad.
  • Inquiries and complaints to the Ministry (פניות ותלונות הציבור): an online form; phone *6552, extension 2, then 4 (information only); fax 073-3931601, from abroad +972-73-3931601; post: דבורה הנביאה 2, Jerusalem 9100201. Information requests get an answer within 14 days, complaints within 45 days.
  • Mashov: Mashov publishes no phone number or email for parents, only a contact form, and says it doesn't deal with password requests. Students log in with their Ministry of Education login. A password can be reset through "שכחתי סיסמה" by email or SMS if those are on file in Mashov; the school enters them, and the school office corrects them.
  • Webtop (Smart School): WhatsApp and phone 077-3399999, a regular number dialled from abroad as +972-77-3399999; Sunday to Thursday 8:00–19:00, Friday and holiday eves 8:00–13:00. Email: [email protected]. Fax: 03-5372057. Post: ת.ד 19067 תל אביב 61190. Parents and students reset their password in Webtop itself: the company doesn't deal with password requests.
  • The apps. We found "משוב תלמידים והורים", Webtop and the Ministry's "תלמידים" app in the Canadian, US, UK and German App Stores. We didn't check whether they work from abroad.
  • The school. You can ask the school itself for a report card or a confirmation of studies.

How to log in with an Israeli IP

  1. Sign up for SuperStableVPN: 3 days free, no credit card required. Install the free OpenVPN client on Windows, macOS, iOS, Android or Linux and import the configuration file we send you (setup).
  2. Connect and check that an IP-lookup site shows Israel.
  3. Open Mashov (web.mashov.info), Webtop (webtop.smartschool.co.il) or the students portal (students.education.gov.il). If you get the login form, the connection is sorted.

Ours is a static IP from a range of Israeli residential addresses. Sites flag such addresses less often than a regular VPN's datacenter ones, though no site promises to accept them (residential IP vs a regular VPN).

Universities

Bar-Ilan's student personal area didn't open from abroad in our check either. The student personal areas of the Technion, Tel Aviv University, the Hebrew University and Ben-Gurion University worked from abroad in the same check.

What a VPN doesn't fix

  • SMS codes. To receive SMS codes you will also need an Israeli phone number; see SMS codes from Israel abroad.
  • Mashov doesn't show what you need. The school decides what parents and students see, not the connection.
  • Other services closed to foreign connections: see the table of 106 Israeli sites.
