Tel Aviv Municipality Website Not Loading Abroad? How to Pay Arnona and Water

A bill, a phone, keys and coffee on a desk by a window overlooking the beach and towers

The Tel Aviv-Yafo municipality site and the Digitel personal area don't open from abroad, and the city doesn't hide it: instead of the arnona payments page, connections from abroad get a page saying that some digital services are restricted when connecting from outside Israel (Tel Aviv-Yafo, in Hebrew). In our check on 23 October 2026, the municipality's site didn't open from abroad. Through SuperStableVPN, with an Israeli IP, the site opened. Arnona is the municipal property tax; below is how to pay it, the water bill and fines, move arnona into a tenant's name and get a certificate for the Tabu land registry, with the website and without it.

Test the Tel Aviv site with an Israeli IP: free for 3 days, no credit card required. After that it's 17 CAD a month (about ₪36), taxes included, and only if you choose to subscribe. You'll need the free OpenVPN app: we send you a configuration file and instructions, you connect and open the municipality's site. There's no separate app of ours to install.

What an owner abroad needs from the municipality

All of this is according to the Tel Aviv-Yafo municipality (arnona payments, in Hebrew):

  • Paying arnona: in full by 31 January, or in six bi-monthly payments due by the end of each odd month. By card online on the municipality's payment site or in Digitel, which also shows your balance and standing order.
  • Setting up a standing order: from a card through Digitel or by phone; from a bank account with a form signed at the bank, or through your bank's website, payee "עיריית תל אביב–יפו — תשלומי ארנונה והיטל שמירה", institution code 1000.
  • Moving arnona into a tenant's name. The online change-of-holder form, or the declaration by fax or post; a tenant is registered with a lease of at least a year. If no new holder is reported, the owner automatically becomes the holder. If the tenant isn't an Israeli citizen, the details must be updated in person at a service centre with an ID or passport (Tel Aviv-Yafo, in Hebrew).
  • A no-debt certificate for the Tabu when selling or transferring rights: through Digitel, an online form, or fax and post; passport holders attach a copy, representatives a power of attorney. It's valid for up to a year from paying the fee; since 1 June 2023 it isn't needed to register a mortgage (Tel Aviv-Yafo, in Hebrew).
  • Parking fines can be paid no sooner than 48 hours after they are issued and no later than 90 days; appeals go through the website or Digitel (Tel Aviv-Yafo, in Hebrew).

Water: Mei Avivim

Tel Aviv's water corporation, Mei Avivim, is closed too: its personal area doesn't open from abroad, and on its payment-options page Mei Avivim says the site is blocked to access from abroad for information-security reasons (Mei Avivim, in Hebrew). The personal area is where you pay the bill, update the number of residents and the meter reading, and set up a standing order. Through SuperStableVPN, with an Israeli IP, it opened.

Without the website: from abroad +972-73-2301300 (Sun, Tue, Thu 08:30–17:00; Mon and Wed 08:30–19:00, Israel time), WhatsApp 055-9686672, email [email protected]; you can pay by bank or card standing order and at post offices. Bills are due within 30 days.

What you can do without the website

From public sources — Tel Aviv municipality arnona payments (in Hebrew):

  • The number for callers abroad: +972-3-7244444, for arnona, parking, education and municipal fees; card payment through the automated line, or an agent during opening hours: Sun–Wed 08:00–15:30, Thu 08:00–15:00. In Israel there's also *3013, which also issues payment receipts.
  • A bank transfer to the municipality: Bank Leumi (10), branch 800, account 515102/16, then email the confirmation and a credit-request form to [email protected].
  • Fax for the arnona collection department: 03-5216404, from abroad +972-3-5216404; post: האגף לגביית ארנונה, אבן גבירול 69, Tel Aviv 6416201.
  • Israel Post bank branches in Israel: cash, cheque or card, a route for relatives who are there.
  • The arnona bill by email instead of paper, through the municipality's online form.

How to get in with an Israeli IP

  1. Sign up for SuperStableVPN: 3 days free, no credit card required. Install the free OpenVPN client on Windows, macOS, iOS, Android or Linux and import the configuration file we send you (setup).
  2. Connect and check that an IP-lookup site shows Israel.
  3. Open tel-aviv.gov.il or Digitel. If you get the page you wanted instead of the notice about access from abroad, the connection is sorted.

Ours is a static IP from a range of Israeli residential addresses. Sites flag such addresses less often than a regular VPN's datacenter ones, though no site promises to accept them (residential IP vs a regular VPN).

What a VPN doesn't fix

  • SMS codes. To receive SMS codes you will also need an Israeli phone number; see SMS codes from Israel abroad.
  • Your foreign card is refused. That's down to the payment system and your bank, not your IP.
  • Things the municipality wants done in person, such as updating a non-Israeli tenant's details.
  • Other cities: how to pay in Jerusalem, Haifa, Beersheba and Rishon LeZion, and through CityPay, is in Paying Israeli bills from abroad.

Frequently asked questions

Does Tel Aviv's municipality itself block foreign connections?

Yes, and it says so plainly: instead of the arnona payments page, connections from abroad get a page on municipal services from abroad saying that some information and digital services are restricted when connecting from outside Israel. The same page gives a number for callers abroad: +972-3-7244444.

Can I pay Tel Aviv arnona without the website?

Yes. By phone on +972-3-7244444 (automated line, or an agent during opening hours), by bank transfer to the municipality's account with the confirmation emailed afterwards, or at Israel Post bank branches in Israel.

How do I move arnona into a tenant's name while I'm abroad?

With the online change-of-holder form, or the declaration by fax or post. If the tenant isn't an Israeli citizen, the municipality requires them to update the details in person at a service centre with an ID or passport.
