Getting a Bituach Leumi Certificate from Abroad

A certificate with a gold seal slides out of a laptop screen; a dotted line arrives from the distant horizon

You can get most Bituach Leumi (Israel's National Insurance Institute) certificates from abroad by printing them yourself in the personal service area: in our check on 23 October 2026 the site and personal area opened from abroad without a VPN. Ordered any other way, a certificate is posted to the address Bituach Leumi has on file, which for many people abroad is still an old address in Israel. You will need these certificates after you move: for your new country's pension authority, an employer, the tax office or your own records.

Certificates people need most often

  • a certificate of insurance periods and employers — how many months you were insured in Israel and with which employers;
  • an annual payments certificate — benefits paid to you in a given year and, if you were not an employee, the contributions you paid;
  • an account statement of your contributions, with charges and credits;
  • certificates of entitlement to a benefit, and a certificate of your health fund membership.

The insurance-periods certificate matters most if Israel has a social security agreement with your new country that lets insurance periods be combined: your Israeli years may then count towards a pension there. That depends on the country. Canada's agreement with Israel deals only with contributions and posted workers, and Canada says it cannot help people qualify for benefits; Israel has no social security agreement with the USA. Check with your country's pension authority how it works for you.

How to get a certificate

Bituach Leumi offers several routes. A certificate ordered on its website is sent by post to the address in Bituach Leumi's records; you can also order by phone, print one at a self-service kiosk in Israel, or print it yourself in the personal service site. If the address on file is still your old flat in Israel, a posted certificate goes there, not to you. From abroad, printing it yourself is the route that doesn't depend on the post:

  1. Log in to your personal area, ps.btl.gov.il. For details on access, see Bituach Leumi from abroad.
  2. Open the certificates section, choose the one you need and save or print it as a PDF.

The one-time login code goes by SMS or voice call to the Israeli mobile number registered with Bituach Leumi — the login form accepts only Israeli 05x numbers — or by email. The other ways in are a permanent user code and password, or the government's national identification system, which accepts a foreign mobile number. If you no longer have your Israeli number, update your email or set up the password in advance.

If you can't log in, the line for callers abroad, +972-8-9369669 (Sunday to Thursday 8:00–15:00 Israel time, in Hebrew, English and Russian), takes certificate orders (Bituach Leumi). A certificate ordered this way is posted, so check the address on file first.

What you can do without the website

  • Line for callers abroad: +972-8-9369669, Sunday to Thursday 8:00–15:00, in Hebrew, English and Russian; it takes certificate orders. You need your teudat zehut number and your four-digit secret code, which you can issue on the website; without it you'll be asked a few questions to confirm it's you.
  • National call centre: *6050 or 04-8812345, Sunday to Thursday 8:00–17:00. *6050 is an Israeli number; 04-8812345 is a regular number, dialled from abroad as +972-4-8812345.
  • Foreign relations unit (תחום קשרי חוץ) issues the forms and insurance-period certificates that social security agreements require. Inquiries with documents go through the website; fax 02-6512683; post: המוסד לביטוח לאומי, תחום קשרי חוץ, רחוב יפו 217, ירושלים 9199908. From abroad, call the line +972-8-9369669 about the unit's matters.
  • Complaints (אגף פניות הציבור): online form; post: האגף לפניות הציבור, רחוב יפו 217 ירושלים 9199908; fax 02-6525038.

These pages give no email address: written requests go through the website, by post or by fax.

If the site won't open

If the site doesn't load, try another browser, switch off an ad blocker or come back later; if no Israeli site you try will load from abroad, see An Israeli website says 'access denied'. Bituach Leumi has closed its site to visitors from abroad once: on 8 December 2021, after a cyberattack, it took the site offline for two hours and then kept it closed to visitors from abroad only (Kipa). On such a day, order the certificate by phone. This happens without warning, so if you need a certificate by a deadline, don't leave it to the last day, and decide on your fallback in advance.

Other documents

For certificates from other government services, start with gov.il from abroad. If your new country's tax office needs Israeli tax documents, such as Form 106 (annual payslip summary) or a tax-residency document, those come from the Israel Tax Authority, not Bituach Leumi. The Tax Authority sites don't open from abroad, although they work from Israel; see the Israel Tax Authority from abroad.
