Israeli Website Not Loading Abroad? How to Find the Cause and Get Back In

If an Israeli website shows "access denied", never finishes loading or won't let you in from abroad, the symptom usually tells you the cause. Only two symptoms point to a restriction on foreign connections: the site doesn't open at all, or it says access is denied right away, although it works in Israel. Only those two can be fixed with an Israeli IP; CAPTCHAs, too many attempts, outages, login errors, missing SMS codes and account restrictions need other fixes. Today the Israel Tax Authority, the pension clearing house (HaMislaka), CityPay, several municipal sites, Leumit's personal area and Clalit Online do not open from abroad.
In short:
- The site doesn't open, or says access is denied, but works in Israel? Look for it on the list of sites closed from abroad.
- It's there, or behaves the same way? Test it with an Israeli IP: free for 3 days, no credit card required, then 17 CAD a month (about ₪36), taxes included, only if you subscribe. You connect with the free OpenVPN client.
- Wrong password or a restricted account? A VPN won't fix those; see what to do below. To receive SMS codes you will also need an Israeli phone number.
Match the symptom to the cause
| What you see | Likely cause | What to do | Does an Israeli IP help? |
|---|---|---|---|
| The page loads forever and never opens, but works for people in Israel | The site doesn't let in connections from abroad | Check the closed list; if the site is on it, use an Israeli connection | Yes |
| The site says access is denied before any login form | A restriction on foreign or VPN addresses, or a security filter | Try another browser and network first; if that doesn't help and the site works in Israel, use an Israeli connection | Yes, if foreign addresses are kept out |
| The site says there have been too many attempts | A limit after many attempts | Stop refreshing, wait and try again later | No |
| A CAPTCHA or a request to confirm you are not a robot | Bot protection | Complete the check in an ordinary browser window with cookies and JavaScript on; pause ad-blocking extensions for the site | No |
| "Server not found" or nothing opens at all | A DNS or local network problem | Try another network, such as mobile data instead of Wi-Fi, or another device; restart the router | No |
| The site doesn't open from Israel either | An outage or maintenance | Check the service's official notices and try later | No |
| "Wrong password" or a login error | A login failure | Use the service's own password reset | No |
| The SMS code doesn't arrive | The phone line or the number on file | To receive SMS codes you will also need an Israeli phone number; see Not getting SMS codes abroad | You also need an Israeli number |
| "Your account is blocked" or "service not available to you" | An account restriction or eligibility rule | Contact the service directly | No |
"Access denied" is not always about your country: the protection on some sites, gov.il for example, sometimes turns away ordinary visitors too. And if an Israeli app is missing from the App Store or Google Play, that depends on the region of your store account, not on your IP, so a VPN will not help there.
Try these first, without a VPN
- Write down the exact error text: what the site or the login screen says.
- Open the site in another browser or a private window, so old cookies and extensions don't interfere.
- Try another network or device: mobile data instead of Wi-Fi, or a different computer. If the site opens there, the problem is local.
- Check the service's official notices for an outage or maintenance.
- Ask someone in Israel to open the same address. If it fails for them too, the site is down, not closed to foreign connections.
- For a password, code or account message, use the service's own recovery or support channel. Some services list a phone number for callers from abroad: Tel Aviv-Yafo, for example, lists +972-3-7244444 for callers from abroad.
Closed from abroad right now
In our check on 23 October 2026 these sites opened from Israel but not from abroad:
- the Israel Tax Authority, its site and personal area (Tax Authority from abroad);
- the pension clearing house (Israeli pension fund from abroad);
- CityPay, which many municipalities use for arnona (municipal property tax), and the Beersheba, Rishon LeZion and Haifa municipal sites (Israeli payments from abroad);
- Leumit's site and its personal area (Kupat Holim from abroad);
- Clalit Online (Kupat Holim from abroad).
Tel Aviv-Yafo says in its own notice that some of its information and digital services are restricted when you connect from abroad.
These open from abroad today: gov.il with its personal area and the national login (gov.il from abroad), Bituach Leumi (Israel's National Insurance Institute) and its personal area (Bituach Leumi from abroad), the logins of Hapoalim, Leumi, Discount, Mizrahi-Tefahot and First International (Israeli bank from abroad), the Maccabi and Meuhedet logins, and the sites of the big insurance and pension companies. Sites not named here were not part of the check.
That is the picture today. Israeli sites change their access rules without warning, and it has happened before (see below). And at a bank, a login that opens is not the whole story: the balance usually shows, but a transfer, a new payee or a change of phone or address from abroad is exactly what fraud detection reacts to. The transaction can be held and the account locked until you call the branch. An Israeli IP removes one of the signs of a login from abroad, but not all of them; the device and behaviour count too. You usually find out at the worst moment, with a deadline close, and end up trying one VPN after another in a hurry until one more or less works. It is calmer to set it up in advance and, when you need it, just press "Connect".
The full list of the 60 services we checked, at their login pages, is in Which Israeli websites open from abroad.
Why some sites refuse foreign connections
Israeli sites are frequent targets of cyberattacks, and some have restricted foreign traffic before, usually for a while: Discount and First International in January 2012 (Globes), some government sites, which also refused payments from abroad, in April 2014 (Giga Law). In 2021 the Tax Authority said it applies tighter, case-by-case checks to connections from abroad and that this was not a blanket block (Calcalist). That is history, not proof of what is closed today; for today, use the list above. Country by country: from Canada, from the USA, from Germany.
To reach these sites you need an Israeli IP, but a regular VPN with an Israeli server doesn't always help. Its addresses usually belong to datacenters, and Israeli sites and their anti-fraud systems can use IP databases such as MaxMind and IPinfo, which flag addresses that belong to hosting providers and VPN services, Israeli ones included, and then add checks or refuse the request. A residential IP from an Israeli internet provider is less likely to be flagged. It is not a guarantee: the same databases also track residential proxies.
If the site is on the closed list
Then you need a connection from inside Israel. SuperStableVPN gives you a static IP from a range of Israeli residential addresses, and you connect with the free OpenVPN client (setup). To check that it worked, make sure your IP shows Israel and open the site in a private window. If it still fails, send our support the error text and the address, and we will help in English, Hebrew or Russian. An Israeli IP will not fix a wrong password or an account restriction, and to receive SMS codes you will also need an Israeli phone number. Test access with an Israeli IP — 3 days free, no credit card required.

Why doesn't an Israeli website open from abroad?
Usually for one of three reasons: the site does not answer connections from abroad, a bot check or security filter refused the request, or the site is down for everyone. Today the Tax Authority, the pension clearing house, CityPay and several municipal sites, for example, do not open from abroad, although they work from Israel. The table in this guide maps each symptom to its cause.
I turned on a VPN with an Israeli server, but the site still won't let me in. Why?
First check that your IP really shows Israel and retry in a private window. If it still fails, the IP type can be the reason. Most VPNs use datacenter addresses, which IP databases such as MaxMind and IPinfo flag as hosting or VPN, and Israeli sites and their anti-fraud systems can use that to refuse the connection or add checks. A residential IP from a home internet connection in Israel is less likely to be flagged, though not never.
Does this mean I have been blocked personally?
Usually not: typically the site is restricting connections from abroad or from VPN addresses, not you. If a service says your account itself is locked, contact that service directly.
Will an Israeli IP help if the SMS code doesn't arrive?
The code goes over the phone network to the number in your profile, whatever IP you connect from. To receive SMS codes you will also need an Israeli phone number.
