Israeli Websites from Canada: Handling Israeli Errands from Toronto to Vancouver

In our check on 23 October 2026, the Israel Tax Authority (its site and personal area), the pension clearing house (HaMislaka), CityPay together with the Beersheba, Rishon LeZion and Haifa municipal sites, Leumit's personal area and Clalit Online did not open from Canada, although they all work from Israel. Bituach Leumi (Israel's National Insurance Institute) and its personal area, gov.il, the bank logins, the Israel Electric Company and the Maccabi and Meuhedet logins open from Canada today without a VPN, but access rules change without warning, and a bank login that opens does not mean a transfer will go through. What makes the closed sites painful is the time difference: with Israel seven to ten hours ahead, phoning instead usually means calling at night.

Why this happens

Israeli websites rarely announce how they treat foreign visitors, but they have cut them off before. During a wave of cyberattacks in January 2012 two Israeli banks blocked access to their websites from abroad (Globes); in April 2014 some government websites were closed to foreign traffic and stopped taking payments from overseas (Reuters via GigaLaw); on 8 December 2021, after a cyberattack, Bituach Leumi first took its site offline for two hours and then kept it closed to visitors from abroad only (Kipa). In January 2021 the Tax Authority said it applies tighter controls to connections from abroad (Calcalist). A block like this comes without warning — say, on the evening you sit down to pay or file before a deadline — and sorting it out then means a phone call during Israeli office hours.

The closed sites keep out visitors from abroad altogether, whatever internet connection you use. Which errands the closed sites affect, and which still work from Canada, is below.

A regular VPN with an Israeli server doesn't always help: its addresses usually belong to datacenters, and sites recognise such addresses as VPN and may not let them in or may add extra checks. A residential Israeli IP, from a home internet connection, is less likely to be flagged, though not never. Why a residential IP differs: Residential Israeli IP. To work out what a specific error means, see An Israeli website says "access denied".

What you can do online without waiting for Israeli morning

These were closed to connections from Canada in our check, so you need an Israeli IP for them:

These open from Canada today without a VPN:

  • Get a certificate or check a benefit at Bituach Leumi.
  • Get a certificate or make a payment on gov.il.
  • Log in to your Israeli bank and check your account.
  • Pay the electricity bill, or use the Maccabi or Meuhedet personal area.

That is the picture today, and as the history above shows, it changes without warning. Banks are their own story: the login opens and the balance shows, but a transfer, a new payee or a change of phone or address from abroad is exactly what fraud detection reacts to. The transaction can be held and the account locked until you call the branch, which means calling at night Canadian time. An Israeli IP removes one of the signs of a login from abroad, but not all of them. If access disappears on the evening a deadline is due, you end up trying one VPN after another in a hurry until one more or less works. It is calmer to set it up in advance and, when you need it, just press "Connect".

The time difference across Canada

Israel is usually 7 hours ahead of Toronto, Ottawa and Montreal, 8 ahead of Winnipeg, 9 ahead of Calgary and Edmonton, 10 ahead of Vancouver and 6 ahead of Halifax. For about three weeks in March and about one week from late October the gap is an hour smaller, because the two countries change clocks on different dates: most of Canada on the second Sunday of March and the first Sunday of November, Israel on the Friday before the last Sunday of March and on the last Sunday of October. Saskatchewan and Yukon don't change their clocks at all, so there the gap shifts on other dates.

What this means in practice:

  • The Israeli working week runs Sunday to Thursday, and Friday is a short day. Israeli office hours, roughly 8 a.m. to 4 p.m., are 1 a.m. to 9 a.m. in Toronto and Montreal.
  • In Vancouver they fall between 10 p.m. and 6 a.m. the night before: Sunday morning in Israel is your Saturday night, and a call to Israel means staying up late.
  • In Calgary and Edmonton it is 11 p.m. to 7 a.m.
  • Online services work around the clock, so do as much as you can in personal areas — which is exactly why a site closed to connections from Canada hurts: the online route is shut and the phone route runs at night.

How to connect

The closed sites open over a connection from inside Israel. SuperStableVPN gives you a static IP from a range of Israeli residential addresses rather than a hosting or cloud range, the same every time you connect, so Israeli sites see an Israeli connection rather than a foreign one. It is less likely to be flagged than a datacenter VPN address, but no site promises to accept it, so test the sites you need. You connect with the free OpenVPN client (step-by-step setup and routers: Israeli VPN with OpenVPN). Prices are in Canadian dollars, taxes included: 17 CAD a month or 190 CAD a year. Test access with an Israeli IP — 3 days free, no credit card required.
