Best VPN for Israelis Abroad: How to Choose One

A few Israeli services are closed to visitors from abroad today: the Tax Authority, the pension clearing house (HaMislaka), CityPay and some municipal sites, Leumit's personal area and Clalit Online. Bank logins, Bituach Leumi (Israel's National Insurance Institute), gov.il and the Maccabi and Meuhedet logins open from abroad today, but access rules change without warning. The best VPN for Israeli services is not the biggest brand. It is one whose exit is an Israeli address that you can test on your own sites before you pay. A regular VPN with a datacenter address doesn't always help: sites recognise such addresses and may not let them in, while a residential, static address is less likely to be flagged. Below are the criteria we would use, and how our own service compares.

What is closed from abroad today

We checked on 23 October 2026: from abroad you can't open the Tax Authority website and personal area, the pension clearing house, CityPay, some municipal sites (Beersheba, Rishon LeZion and Haifa, for example), Leumit's personal area or Clalit Online. From Israel they all work as usual. The Tel Aviv-Yafo municipality itself says some of its online services are restricted from abroad, and gives a number to call from abroad: +972-3-7244444.

The rest opens from abroad today without a VPN: gov.il with its personal area and the national login, government payments, Bituach Leumi and its personal area, Har HaKesef and Har HaBituach (the government's savings and insurance lookups), the Hapoalim, Leumi, Discount, Mizrahi-Tefahot and First International bank logins, the Maccabi and Meuhedet logins, and the big pension and insurance companies.

But "opens today" is not the same as "will work when you need it". At a bank the login usually works and you can see your balance, while a transfer, a new payee or a change of phone or address from abroad is exactly what fraud detection reacts to: the transaction can be held and the account locked until you call the branch. An Israeli IP removes one of the signs of a login from abroad, but not all of them; the device and behaviour count too. Other sites can narrow access from abroad on any day, and it has happened before (examples below). You usually find out at the worst moment: a deadline is close, your head is already full, and you start buying one VPN after another until one more or less works. It is calmer to set it up in advance and, when you need it, just press "Connect".

How to choose a VPN for Israeli services

These are the criteria that matter for the closed services, roughly in order:

1. An Israeli exit IP. The site has to see an address in Israel. A server elsewhere does not help, whatever the price.
2. Residential rather than datacenter. The standard servers of large VPNs sit in datacenters, even in Israel, so an Israeli server alone doesn't always help. IP databases such as MaxMind and IPinfo flag hosting and VPN addresses, and sites can use those flags to show a CAPTCHA, ask for extra verification or refuse the connection or the login. A home internet address in Israel rather than a hosting or cloud range is less likely to be flagged, but not never: the same databases also track residential proxies. 3. Static rather than rotating. A service that sees you arrive from the same address each time is less likely to treat each login as a new location.
4. Protocol, devices and routers. A standard protocol such as OpenVPN works with the official client on your computer and phone and on OpenVPN-compatible routers, and does not tie you to one company's app. Check how many devices you can connect at once.
5. Support in your language. Setup questions and "this site still doesn't open" are faster to solve with a person who answers in Hebrew, English or Russian.
6. A trial you can actually use. The only real test is opening your own closed sites through it. A trial with no card required removes the risk of forgetting to cancel.
7. Price and privacy. Compare the final price including tax, and read what the service logs and for how long.

What a VPN won't fix

An Israeli IP deals with one problem: a site that refuses or ignores connections from abroad. It does not replace two-factor approval, unlock an account the service has restricted, or fix a wrong password or an outage on the service's side. To receive SMS codes you will also need an Israeli phone number. Banks are required to monitor for unusual activity and may ask for extra authentication or hold a high-risk transaction (Bank of Israel, Directive 367); the confirmation still goes to the phone or app registered with the bank.

Access from abroad has also changed before, in both directions. In January 2012, Discount and First International temporarily blocked access from abroad after hacker attacks (Globes). On 8 December 2021, after a cyberattack, Bituach Leumi went fully offline for two hours and then stayed closed to visitors from abroad only (Kipa). Those were temporary; neither is closed from abroad today.
