Israel Tax Authority Website Not Loading Abroad? How to Get In with an Israeli IP

A desk with a tax form, a calculator and a percent sign; a key unlocks the laptop screen

Trying to file a return, claim a refund or download a certificate from the Israel Tax Authority, and the site won't load? That is what we saw in our check on 23 October 2026: the website and the online account open from Israel but not from abroad, and no message from the Tax Authority explains why. In that case, try it from an Israeli IP. Your password, identification and login code work as before. There are routes without a VPN too: a refund claim can go on paper, and an accountant in Israel may be able to file for you.

Test the Tax Authority site with an Israeli IP: free for 3 days, no credit card required. After that it's 17 CAD a month (about ₪36), taxes included, and only if you choose to subscribe. You'll need the free OpenVPN app: we send you a configuration file and instructions, you connect and open your site. There's no separate app of ours to install.

The official sites

  • misim.gov.il — the Tax Authority's website.
  • secapp.taxes.gov.il — the personal area. It has its own registration, separate from the gov.il national login. The national login and gov.il itself open from abroad today; the Tax Authority's sites do not. Other government services are covered in gov.il from abroad.

Why you might need your Israeli tax records after moving abroad

Moving abroad doesn't end your dealings with the Israeli Tax Authority. People most often log in to file an annual return when they still have Israeli income such as rental property or investments, to request a refund for their last years of work in Israel, to get certificates for the tax authority in their new country, or to declare that they are no longer Israeli tax residents. There is no separate online procedure for that: the residency declaration (Form 1348) is filed with the annual return (Form 1301).

What to try without a VPN

  1. Make sure it is the same problem. If the Tax Authority's site won't open while gov.il itself opens, you are seeing what we saw. An error message from the Tax Authority, a wrong-password message or a missing code is a different problem (see below).
  2. Paper. A refund claim can be filed on the paper Form 135 instead of online: print the form for that tax year, attach your documents and hand it in at a tax office, or send it through the Tax Authority's public inquiries system (gov.il).
  3. Phone and post. The numbers, addresses and complaint contacts are listed below this list.
  4. A professional in Israel. If you already work with an Israeli accountant or tax advisor, ask whether they can submit the return or request for you. That also answers the residency questions a VPN can't.

From public sources — the Tax Authority's contact page, the Tax Authority's personal-area support, complaints about the Tax Authority (in Hebrew):

  • National service centre: *4954, Sunday to Thursday 08:15–15:45. Extension 1 covers income tax, VAT and tax coordination (tiyum mas); extension 2 covers real estate taxation.
  • Registration and the personal area: *4954 or 02-5656400, Sunday to Thursday 08:15–17:45. *4954 is an Israeli number; 02-5656400 is a regular number, dialled from abroad as +972-2-5656400.
  • Leave a message for the office handling your file: *9848 or 074-7619848; from abroad, +972-74-7619848.
  • Written inquiries: through the online inquiries system on the personal-area site, which did not open from abroad in our check.
  • Complaints (the internal auditor and public complaints commissioner, נציבת תלונות הציבור): phone 074-7613010 or 074-7613011 (from abroad +972-74-7613010), post to רחוב בנק ישראל 7, בניין ג'נרי 2, ת.ד. 1170, Jerusalem 9195021, or the form on the complaints page.

The Tax Authority's contact page lists no email or fax for public inquiries and no separate number for calls from abroad.

Don't give relatives in Israel your passwords to log in for you: the account is tied to your identity.

How to log in with an Israeli IP

  1. Sign up for SuperStableVPN — 3 days free, no credit card required. Install the free OpenVPN client on Windows, macOS, iOS, Android or Linux and import the configuration file we send you. Ours is a static IP from a range of Israeli residential addresses; sites flag such addresses less often than the datacenter addresses of ordinary VPNs.
  2. Connect, and check that an IP-lookup site shows Israel.
  3. Open the Tax Authority personal area. The first time, register as a new customer: you identify yourself with a credit card (sometimes 1 ₪ is charged for verification and refunded automatically), answer security questions such as details from your Form 106 (annual payslip summary), enter your email and mobile number and choose a preferred way of contact (gov.il).
  4. Log in, file your return or request or download the certificate you need, and keep the VPN on until you finish.

How to check it worked

  • The page loads: the connection part is solved.
  • The page loads, but the login fails — a wrong password or a locked account: that is an account issue for the Tax Authority. To receive SMS codes you will also need an Israeli phone number; for codes, see SMS codes from Israel abroad.
  • The site still won't open with the VPN on: check that the IP-lookup site shows Israel, then tell our support what the browser shows. Other symptoms are sorted out in An Israeli website says "access denied".

Why the Tax Authority doesn't load from abroad

In January 2021 Calcalist (an Israeli business daily) reported that, on the instructions of security officials, the Tax Authority had tightened its checks on connections from abroad and cut back the actions that can be performed from abroad. The Authority said each case is examined on its own and that this is not a blanket block of connections from abroad. The same report described money transfers from abroad to the Tax Authority being blocked without explanation, including a person in Germany who was refused when paying income tax (Calcalist).

Our check saw something stricter in practice: the Tax Authority's sites opened only from Israel, never from abroad. Both can be true: a case-by-case policy can still turn away every ordinary foreign connection we tried. We don't know the rule, and it may change; we only report what we saw.

A tax payment sent by bank transfer from a foreign account is a separate matter. An Israeli IP on your laptop doesn't change where a bank transfer comes from, so it won't help if a transfer is held.

Limits

The login code, the credit-card identification and the security questions stay as they are, and an IP doesn't decide whether you have to file or where you are a tax resident. The contact details you give the Tax Authority are separate from your gov.il profile: if your Israeli number has changed, update them while you can still receive codes.

Frequently asked questions

Do I need to file an Israeli tax return if I live in Canada?

It depends on your tax status and Israeli income. Returns are often filed by people with rental or other Israeli income. A tax advisor can give you an exact answer.

Can I get an Israeli tax refund after moving abroad?

Yes, for up to 6 years after the end of the tax year, with a separate claim for each year. You can file the claim online or on the paper Form 135. In our check the online services did not open from abroad, so from abroad the online route needs an Israeli IP.

Does the Tax Authority block everyone abroad?

It has not said so. In January 2021 it told Calcalist that it applies tighter controls to connections from abroad, examines each case on its own, and that this is not a blanket block. In our check, the Tax Authority's sites did not open from abroad. We see the result, not the rule behind it.

Do I still need the login code with an Israeli IP?

Yes, login works as usual: you need your own identification and the code sent to the contact details you gave the Tax Authority. If those are out of date, you update them through the Tax Authority. To receive SMS codes you will also need an Israeli phone number.
