Israeli Fines Collection Center Site Not Loading Abroad? How to Check and Pay a Debt

A stack of official letters, a stamped envelope, a calendar with a circled date and tea

In our check on 23 October 2026, the website of the Center for the Collection of Fines, Fees and Expenses didn't open from abroad. Through SuperStableVPN, with an Israeli IP, the site opened. The center is part of the Enforcement and Collection Authority and collects fines and fees passed on to it for collection. A debt doesn't disappear when you leave, so it's worth knowing what's recorded against you. Below is how to check and pay it through the personal area and without it.

Check your debt at the collection center with an Israeli IP: free for 3 days, no credit card required. After that it's 17 CAD a month (about ₪36), taxes included, and only if you choose to subscribe. You'll need the free OpenVPN app: we send you a configuration file and instructions, you connect and open the center's personal area. There's no separate app of ours to install.

What people abroad need from the center

All of this is according to the center (personal area, about the service, in Hebrew, via the Wayback Machine):

  • Seeing what's recorded against you. The personal area shows the cases in your name: the amount to pay, collection steps, restrictions and debt arrangements.
  • Paying the debt by credit card, in the same personal area.
  • Following your requests to the center.
  • Checking the details. The center notes that the personal area doesn't replace its records and doesn't include a case's full history; where they differ, the center's records apply. If in doubt, contact the center directly.

How login works

Since 1 January 2025 the personal area can only be entered through the government National Identification system (הזדהות לאומית), with one password for all government online services. To register, your contact details must match the ones the center has on file; if the center can't send a text message to the number it holds, or the details don't match, they're updated by phone on *35592. Companies get a password through the online contact form (collection center, in Hebrew).

What you can do without the website

From public sources — paying debts at the collection center on gov.il, the Enforcement and Collection Authority information center, enquiries and complaints to the Enforcement and Collection Authority, refunds from the collection center, all in Hebrew:

  • The center's phones: *35592 and 073-2055000, Sun–Thu 08:00–16:00, holiday eves 08:00–12:30. *35592 is an Israeli number; 073-2055000 is a regular number, dialled from abroad as +972-73-2055000.
  • Paying by phone: by card with an agent during working hours or through the automated line around the clock, up to ₪50,000 per transaction; you can split it into 3–18 payments, but that is credit with interest.
  • Chat with an agent: Sun–Thu 08:00–16:00, on the information center page.
  • The online contact form on the government forms site, linked from the center's site: it opens from abroad today. Use it to ask for a deferral, an instalment plan or a cut in the late-payment surcharge; the reply comes the same way within 45 business days.
  • Fax of the requests and enquiries department: 02-6547799.
  • Post: המרכז לגביית קנסות, אגרות והוצאות, ת.ד 25, Petah Tikva 4910001.
  • Complaints about the service go to the Authority's customer service division, through the online form on the enquiries and complaints page.
  • Police fines are paid and appealed through gov.il, and the appeal form opens from abroad today; other government services are in gov.il from abroad. The police national drivers' enquiry center: *9666 (an Israeli number), automated line around the clock, an agent Sun–Thu 08:00–15:00; post: ת.ד 120, Petah Tikva 4910002 (paying police fines, in Hebrew).
  • Enforcement proceedings at the Execution Office (Hotzaa LaPoal) are a separate system, and its personal area opens from abroad today (access check table). Public enquiries there go by online form, by fax to 02-5084130 or by post: ת.ד. 34235, Jerusalem 9134102.

The collection center doesn't publish an email address, nor a separate number for calls from abroad.

That these services open today doesn't mean they will tomorrow: Israeli sites change their access rules without warning. That is why it's better to set up the VPN calmly in advance, not on the day a payment is urgent: when you need it, you just connect.

How to get in with an Israeli IP

  1. Sign up for SuperStableVPN: 3 days free, no credit card required. Install the free OpenVPN client on Windows, macOS, iOS, Android or Linux and import the configuration file we send you (setup).
  2. Connect and check that an IP-lookup site shows Israel.
  3. Open mgk.eca.gov.il. If the center's page with the login button appears, the connection problem is solved.

Ours is a static IP from a range of Israeli residential addresses. Sites flag such addresses less often than a regular VPN's datacenter ones, though no site promises to accept them (residential IP vs a regular VPN).

What a VPN doesn't fix

  • SMS codes. To receive SMS codes you will also need an Israeli phone number; see SMS codes from Israel abroad.
  • The debt and restrictions themselves. A VPN opens the site, but disputing a fine or arranging instalments is still done with the center.
  • Your foreign card is declined. That's down to the payment system and the bank, not the IP.
  • Toll road invoices are covered in Highway 6 from abroad; other closed services are in the table of 106 Israeli websites.
