Tabu Extract Site Not Loading Abroad? How to Order a Nesach Tabu

The site for ordering a Tabu land registry extract (Mekarkein Online) doesn't open from abroad, and that is what we saw in our check on 23 October 2026. Through SuperStableVPN, with an Israeli IP, the site opened. You need the extract (nesach tabu) when, for example, you sell or rent out a flat from another country. The gov.il service page and the Survey of Israel site open from abroad today.
Order a Tabu extract with an Israeli IP: free for 3 days, no credit card required. After that it's 17 CAD a month (about ₪36), taxes included, and only if you choose to subscribe. You'll need the free OpenVPN app: we send you a configuration file and instructions, you connect and open the extract site. There's no separate app of ours to install.
What to know about the extract
All of this is according to the Land Registration and Settlement of Rights Authority (gov.il service page, in Hebrew):
- Anyone can order one, for a fee. An extract stamped with an apostille can be ordered too.
- What's in it: registered owners, liens, mortgages, attachments, court orders and restrictions. The data is correct as of the day it's issued.
- Types: the regular full extract, which suits most cases such as buying and selling; the historical extract, which also shows deleted entries; and the concentrated extract, with general details of all flat owners in a shared building but not every registration detail.
- You need the gush and helka (block and parcel) numbers. Find them by address on the Survey of Israel site, on the arnona bill or in the flat's contract. For a flat in a shared building you also need the tat-helka (sub-parcel), which isn't necessarily the flat number; the call centre can help on *8653, extension 7 and then 1.
- How to order: go to the Mekarkein Online site, pick the extract type, enter the property details and pay the current price on the government payments site. The extract arrives by email within minutes.
- Only the digital file is the original. It carries an approved electronic signature and counts as the original in digital form, not when printed.
- Check it straight away. If you find a mistake, file a correction request with the registry office.
What you can do without the website
From public sources — Tabu extract, Land Registration and Settlement of Rights Authority, the Authority's registry offices, Tabu-Net (in Hebrew):
- Ask a relative or your lawyer in Israel. Since anyone can order the extract, give them the gush, helka and tat-helka; it arrives in their inbox and they forward you the file.
- Service and information centre: +972-8-6831663 from abroad, *8653 in Israel, extension 7 and then 1, Sun–Thu 8:00–16:00. Human chat, and WhatsApp on 073-3929983 (gov.il, in Hebrew).
- Email the registry office. If the extract can't be produced on the site, the Authority says to email the registry office for the property. For example [email protected] (Tel Aviv), [email protected] (Jerusalem), [email protected] (Haifa); the full list is on the registry offices page (in Hebrew). Each office also has a fax; Tel Aviv's, for example, is 02-6467827, from abroad +972-2-6467827. According to the Authority, the office mailboxes are meant for clarifications on files already submitted, and the offices don't give advice on how to file.
- Find the gush and helka on the Survey of Israel site (in Hebrew), which opens from abroad today.
- Tabu-Net alerts on activity in your property. The free service emails or texts you about every registration action on the property. Online sign-up is only for owners registered with an Israeli ID; owners registered with a passport or foreign ID sign up at the registry office, by appointment, Sun and Wed 08:30–12:30, with the original document (gov.il, in Hebrew).
How to get in with an Israeli IP
- Sign up for SuperStableVPN: 3 days free, no credit card required. Install the free OpenVPN client on Windows, macOS, iOS, Android or Linux and import the configuration file we send you (setup).
- Connect and check that an IP-lookup site shows Israel.
- Open Mekarkein Online (mekarkein-online.justice.gov.il). If the extract types appear, the connection side is solved.
Ours is a static IP from a range of Israeli residential addresses. Sites flag such addresses less often than a regular VPN's datacenter ones, though no site promises to accept them (residential IP vs a regular VPN).
What a VPN doesn't fix
- A foreign card is declined at payment. That's down to the payment system and the bank, not the IP.
- SMS codes. If a step needs a code: to receive SMS codes you will also need an Israeli phone number; see SMS codes from Israel abroad.
- The property deal itself. The extract only shows what's registered on the day it's issued; it doesn't replace the deal or the certificates it needs. How to get the Tel Aviv municipality's certificate for the Tabu is in Tel Aviv municipality website not loading abroad.
- Other services closed from abroad are in the table of 106 Israeli websites.
