Beersheba Municipality Website Not Loading Abroad? How to Pay Arnona

A bill and a calculator on a desk by a window overlooking a desert city

In our check on 23 October 2026, the Beersheba municipality site didn't open from abroad. Neither did CityPay, where Beersheba's arnona (municipal property tax) is paid online. Through SuperStableVPN, with an Israeli IP, the site opened. Below is how to pay arnona, change the payer and what you can do without the website. The Mei Sheva water corporation, unlike the municipality, opens from abroad today.

Pay Beersheba arnona with an Israeli IP: free for 3 days, no credit card required. After that it's 17 CAD a month (about ₪36), taxes included, and only if you choose to subscribe. You'll need the free OpenVPN app: we send you a configuration file and instructions, you connect and open the municipality's site. There's no separate app of ours to install.

What an owner abroad needs from the municipality

All of this is according to the Beersheba municipality (arnona payment options, in Hebrew). The web archive holds no recent copies of the municipality's pages; the latest readable one is from 2021, so we leave out deadlines and opening hours, and it's worth checking the phone numbers against your bill before calling.

  • Paying arnona. For the whole year at once or every two months. Online on CityPay (arnona payment, in Hebrew), using the details on the bill.
  • The "Tik Toshav" (resident's file) personal area on city4u needs registration. By registering on CityPay, or with the municipality's form, you can get bills by email instead of paper.
  • A standing order: from a bank account with the bank form; from a credit card with a printable form or the municipality's online form.
  • Changing the arnona payer when you let or sell the flat, applying for a discount, getting a Tabu certificate (for the land registry) or updating payment details: the municipality lists all of these among the services of its payment line (below).
  • Parking fines are paid on CityPay through a separate link (fines, in Hebrew) or on a separate line, 08-6205111.

Water: Mei Sheva opens today

Beersheba's water corporation, Mei Sheva, is a rare exception: its personal area opens from abroad today, though the municipality's site and CityPay don't. So you can most likely deal with the water bill directly on the water corporation's site. Israeli sites do change their access rules without warning, though, and a site that opens today may close tomorrow. That is why it's better to set up the VPN calmly in advance, not on the day a payment is urgent: when you need it, you just connect.

What you can do without the website

From public sources — Be'er Sheva Municipality arnona payment options, the Be'er Sheva Municipality collection department, the Be'er Sheva Municipality public complaints commissioner, the Be'er Sheva Municipality phone directory, all in Hebrew:

  • The payment line of the collection department: 08-6206511, for card payments, changing payers, discounts and Tabu certificates; agents answer Sun–Thu 08:00–17:00. From abroad, dial +972-8-6206511; the municipality gives no separate number for calls from abroad.
  • The automated payment line: 1800-200-155, around the clock. 1-800 numbers are Israeli numbers, so this route is more for relatives in Israel.
  • Email for the payment line: [email protected].
  • Bank transfer to the municipality's account: Bank Hapoalim (12), branch 177, account 46171; IBAN IL83 0121 7700 0000 0046 171, beneficiary MUNICIPALITY OF BE'ER-SHEVA. Send the transfer confirmation, with your payer number and the property address, to [email protected].
  • Fax of the collection department, per the municipality's directory: 08-6209207.
  • The CellPay app: scan the code on the bill and pay in the app.
  • In Israel: at bank branches, at the post office (cash, cheque or card) and at the collection department at 78 Hadassah Street, a route for relatives who are there.
  • The municipality's switchboard: 08-6463777, 1 Menachem Begin Square; postcode 8410001.
  • Complaints (ממונה על תלונות הציבור): phone 08-6463738, from abroad +972-8-6463738; fax 08-6463765; [email protected]; address: הנרייטה סולד 1. Complaints go in writing, and only after you have contacted the department itself and got no reply or an unsatisfactory one.

The only WhatsApp number the municipality publishes is for the business arnona department: 08-6463666, Sun, Mon and Wed 09:00–12:00.

How to get in with an Israeli IP

  1. Sign up for SuperStableVPN: 3 days free, no credit card required. Install the free OpenVPN client on Windows, macOS, iOS, Android or Linux and import the configuration file we send you (setup).
  2. Connect and check that an IP-lookup site shows Israel.
  3. Open beer-sheva.muni.il or the CityPay payment page. If the page opens, the connection is sorted.

Ours is a static IP from a range of Israeli residential addresses. Sites flag such addresses less often than a regular VPN's datacenter ones, though no site promises to accept them (residential IP vs a regular VPN).
