Jerusalem Municipality Website Not Loading Abroad? How to Pay Arnona and Water

In our check on 23 October 2026, the Jerusalem municipality site didn't open from abroad: not the main site, not the payment portal, not the personal area. The whole site of Jerusalem's water corporation, Hagihon, is closed from abroad too. Through SuperStableVPN, with an Israeli IP, the site opened. Below is how to pay arnona (municipal property tax) and water, move arnona into a tenant's name, get a Tabu certificate, and what you can do without the website.
Pay Jerusalem arnona with an Israeli IP: free for 3 days, no credit card required. After that it's 17 CAD a month (about ₪36), taxes included, and only if you choose to subscribe. You'll need the free OpenVPN app: we send you a configuration file and instructions, you connect and open the municipality's site. There's no separate app of ours to install.
What an owner abroad needs from the municipality
All of this is according to the Jerusalem municipality (arnona payment).
- Paying arnona. Online on the municipality's payment portal. The annual bill can be paid in cash, by card or by cheque at banks, including the postal bank, or by phone.
- Finding the property's arnona ID and the resident account number when you don't have the bill to hand, with the municipality's online tool (find a property, in Hebrew).
- A standing order: 12 index-linked payments starting in January, on the 1st or the 10th of the month. Set it up with the municipality's online form or a debit authorisation on your bank's website; the debit day can be changed later.
- Moving arnona to a tenant or buyer with the change-of-holders online form. If the municipality isn't told in writing and in time, it may bill the owner (Jerusalem, in Hebrew).
- A no-debt certificate for the Tabu land registry when you sell, with an online form. Debts and the certificate fee are paid in cash or by credit card only; you attach the sale agreement and a land registry extract. The certificate is emailed or sent straight to the Tabu (Jerusalem, in Hebrew).
- Discounts: the municipality's calculator checks whether you're eligible (discount calculator, in Hebrew).
Water: Hagihon
The site of Jerusalem's water corporation, Hagihon, doesn't open from abroad at all. - In Israel: the annual bill can be paid at banks and the postal bank, a route for relatives who are there.
- Complaints (הממונה על תלונות ופניות הציבור): phone 02-6295214, from abroad +972-2-6295214; fax 02-6295244; post: כיכר ספרא, בניין 13, Jerusalem. There is also an online form on the commissioner's page.

How to get in with an Israeli IP
- Sign up for SuperStableVPN: 3 days free, no credit card required. Install the free OpenVPN client on Windows, macOS, iOS, Android or Linux and import the configuration file we send you (setup).
- Connect and check that an IP-lookup site shows Israel.
- Open jerusalem.muni.il or hagihon.co.il. If the page you wanted opens, the connection is sorted.
Ours is a static IP from a range of Israeli residential addresses. Sites flag such addresses less often than a regular VPN's datacenter ones, though no site promises to accept them (residential IP vs a regular VPN).
What a VPN doesn't fix
- Your foreign card is refused. That's down to the payment system and your bank, not your IP.
- SMS codes. To receive SMS codes you will also need an Israeli phone number; see SMS codes from Israel abroad.
- Things done in person: paying at a bank, appointments at the municipality or at Hagihon.
- Other cities: Tel Aviv, Haifa, Beersheba, Rishon LeZion; which other sites are closed from abroad is in the table from our check.
