Is Using a VPN Legal in Canada, the USA and Germany?

Generally, yes. Using a VPN for privacy, security, remote work or logging into your own accounts is generally legal in Canada, the USA and Germany, and official consumer-advice sites in all three describe VPNs as an ordinary security tool. A VPN does not make an illegal act legal, and individual websites can set their own rules about VPN connections. This article is general information, not legal advice: for a specific situation, check current local rules or ask a lawyer.
What a VPN is used for
A VPN encrypts your traffic and sends it through another server. Companies use VPNs so employees can reach the office network from home, and ordinary users use them to protect their data. Government consumer sites in these countries describe VPNs as a normal security tool:
- Canada. The federal Get Cyber Safe campaign says that if you use public Wi-Fi often, a VPN can be a safer solution, and that VPNs encrypt and protect your data.
- USA. The Federal Trade Commission has published tips on choosing VPN apps, noting that they can help shield personal information on public Wi-Fi.
- Germany. We know of no general ban on VPN use. The Federal Office for Information Security (BSI) says a VPN can reduce the risks of public Wi-Fi and notes that VPNs are commonly used to connect home offices to company networks.
Where the limits are
Illegal remains illegal. A VPN doesn't change what is allowed. Fraud, hacking, piracy or any other offence is just as illegal over a VPN as without one, in all three countries.
Website terms are a separate matter. Individual websites and services set their own rules, and some do not allow VPN connections. Using a VPN is legal, but if it goes against a site's terms, that site can block the connection or restrict your account. Read the terms of the services you use, and don't use a VPN to get around licensing or copyright rules.
Laws change. This article reflects the general situation as of October 2026.
Logging into your own Israeli accounts
Logging in to your own accounts with your own credentials is normal use. Many Israeli services, such as gov.il, Bituach Leumi (Israel's National Insurance Institute) and the banks, open from abroad today without a VPN. Some are closed to foreign connections today: in our check on 23 October 2026 the Tax Authority, municipal payments through CityPay, the pension clearing house (HaMislaka) and Leumit's personal area did not open from abroad, although they work from Israel. Services have also restricted foreign connections at times in the past: in January 2012 Discount Bank and First International temporarily blocked access from abroad after hacker attacks (Globes), and in 2021 the Tax Authority tightened its checks on connections from abroad for security reasons (Calcalist). The aim of such measures is security, not keeping account holders out. For those, an Israeli IP is a way to reach your own account; it does not change what you are allowed to do in it. For why an Israeli site may turn away a foreign connection, see Israeli sites blocked abroad, and for country-specific tips see Israeli websites from Canada and Israeli websites from Germany.
It is just as important to choose a trustworthy provider: a free VPN may log or sell your data. More on this in Is it safe to use a free VPN for your Israeli bank and Bituach Leumi?
How SuperStableVPN works
If you need one of the closed services, SuperStableVPN gives you a static IP from a range of Israeli residential addresses. As described on the security page, it runs on OpenVPN with AES-256-GCM encryption and keeps no logs of the sites you visit, your DNS lookups or the contents of your traffic; connection-session records are kept for 90 days. There is no proprietary app: you use the free OpenVPN client on Windows, macOS, iOS, Android or Linux, or a router (setup). You can test access with a 3-day free trial, no credit card required.
